You can sometimes get it at sushi places. Actually getting a tub of green tea ice cream, I had to go to some asian supermarket. The Hime brand (500mL) is the better of the two brands I've put in my mouth.

If you want to make your own, if you can find some matcha, I think you can just shove that into some vanilla ice cream.
