Waluigi.

Waluigi actually... does... kinda suck
I have to admit: My first reaction upon seeing Waluigi and hearing his name was "Oh, you gotta be kidding me... That's just stupid."
I agree with the fact that he is/was a totally unnecessary filler character. I haven't actually played many games with him in it, but from what I read here, developers did little to paint his personality, which sucks. Mario, Luigi, and Wario have distinct personalities. The only way a no-personality character would work is if it were an enigmatic character, but as an enigmatic character, Waluigi is a complete failure, because people don't think, "I wonder what his story is all about..." they think, "Hey, it's Luigi's evil twin. Whoop-dee-doo."
I thought his name was a tasteless pun, too, until someone pointed out the Japanese "warui" in it. I'm sure he's a big hit in Japan simply because of the "bad-igi" thing, but either way, the name still sounds dumb in the U.S. There is a reason why this is a mistake:
When something is taken from one language to another, certain idioms, phonetic puns, figures of speech, and even simple phrasing lose their effect or might even have a completely different effect. Translators are supposed to catch these. A good example of this is the old TV show, Danger Man. Apparently, this title is cool in the U.K., but U.S. Americans found it laughably corny. So they changed the title to Secret Agent before airing it in the U.S., which turned out okay. Why? Because in North America(among other places), secret agents are really cool. It also matched the theme song, "Secret Agent Man".
That's why the name Waluigi is dumb. It doesn't have the same effect on the English-speaking crowd. It looks like they just took the "Wa" in Wario and stuck it in front of "luigi". If they wanted to keep the same effect it had in Japan, the translators could have changed it to "Eviluigi". See how neat that is? "Evil" ends with the first letter of Luigi. But even if the effect is the same, that effect still might not have the same impact on people who are growing up in U.S. culture. In other words, "Eviluigi" might be just as corny as "Waluigi" is dumb.
OPINION: Those are just the 'facts', and aside from my initial reaction, I don't know him well enough to decide whether I like Waluigi as a whole. However...
I don't like the character concept at all. I think it's dumb. Luigi doesn't need a rival, and Wario doesn't need a partner. In fact, from what I know, Wario doesn't like to share anything.
(If Wario needed someone to play doubles with in a sport such as tennis, I'm sure he and Bowser would have no complaints about smashing Mario together. Plus, Wario and Bowser together is a bad-news team anyway.)
I also don't like his color scheme. Mario is blue and red, Luigi is blue and green, Wario is purple and yellow, Waluigi is purple and... purple? What, did they run out of colors?
Over all, I think the concept was a dumb idea.
On the flip-side of people who actually do like Waluigi, it seems Metal Man is the only one who actually gives reason(s) why they like our popularity-contested plumber doppleganger.
