I'm going through the same thing. I have a friend that I treat like a brother. He comes from a very bad family and has fallen victim to drugs and constant fist fights. I need to be there for him to stop this. That's why I have to be his family, because his doesn't care. But things have been happening... And I think our brotherly bond has been split. I wonder constantly if he thinks of me as his family or not...

If there is ONE thing I have learned, it is that if you don't tell the person how you feel, you will never know how that person feels.
Don't try to play games or do the "send a friend to get info for you" or that crap. If you say it or ask straight out it shows that you're being up-front and honest and that the person is important to you. So if you REEEEAALLLY like this friend, let the friend know this. And even if the friend doesn't feel the same way, it won't ruin your friendship. It will just give you closure on something that's been worrying you for a long while.

I should mention, though, that if you aren't hells of smooth like I am, you might wreck up that nice friendship you've got. Point in case, if someone can't get over the "hey you are pretty jawsome let's makeout" factor between you two, they're probably loaded with bs preconceptions and might be a huge hassle, anyway.

The only way to find out how they feel is by talking to them, not us. ;) We don't know how they feel any more than you do. So if you think you have feelings, you'll need to have a discussion with that person about those feelings and if they are reciprocated. Good luck!

Just be honest. Don't lay it on too thick (now is not the "marriage and babies" time, now is the "I have strong feelings for you and would really like to try a relationship" time). It's okay to be nervous. It's okay to make mistakes in what you're saying as long as you're just trying to say things from the heart. If it doesn't work out, just nod and tell them you need to have a little time to deal with your emotions. Your friendship isn't automatically over just because you wanted to try dating. You'll do fine. :)
