Illegal immigration wouldn't be a problem if legal immigration were easier. Then immigrants could report to authorities about jobs that are underpaying, so qualified locals wouldn't be undercut by cheapass companies paying less for under-the-table illegals. As is, this doesn't happen because they would be deported.
