^Well, Waluigi was a name invented in Japan. It has nothing to do with heritage.
Besides, what proof do you have that Waluigi's Italian, anyway?

^My answer is no. Waluigi was created by Nintendo. They get to make the name. Besides, Luigi is Italian, and Waluigi is based on Luigi.
Also, I think he's italian because Mario and (more importantly) Luigi are Italian.
Really, though, I rather like Waluigi. But, to fit in with the "he sucks" mood, uh, he sucks.
