Girls are allowed to wear school skirts, but boys are forbidden from wearing shorts. This rockin' young man protests the ruling by wearing a skirt instead.

A buddy of mine did that when we were in 8th grade for pretty much the exact same reason, although we didn't go to school in the summer of course. It was the logical climax to my class's 4-year struggle to get the shorts rule fixed, one of the few things the boys & girls of the class agreed on. It worked, too; the next year (right after my class left, naturally) the rule was finally changed.

That picture in the link suggests to me that he may be digging wearing the skirt a bit much.
