We know that Disney rules animation in the US. But what about animated films not from the US?
What are the best foreign animated films?

...I don't know. I liked 'Triplets of Belleville' a whole lot.
There's some anime flicks I like. I mean, the obvious ones are obvious, but I like 'Spriggan' a whole bunch. Nobody ever talks about that one. And 'Jin-Roh: The Wolf Brigade' is super great. And...I mean, I like 'A Chinese Ghost Story' a lot, even though it isn't very good. It's weird and imaginative, and you need to watch it a couple times before it makes any sense at all.
...no one will ever convince me that 'Akira' is a bad movie. I don't care how lousy an adaptation of the manga it is------------sometimes an adaptation works on its own. 'Conan tne Barbarian' is a mediocre adaptation of the Conan books-------------it's still a rad flick. It gots "Riders of Doom"-------the books don't have "Riders of Doom"! Admit it, damn you all!
I remember being super-hyped for 'Secret of Kells' and 'Song of the Sea', and have not seen any of either.

Song of the Sea was so gorgeous and I loved it but I only saw half of it before I contracted the worst food poisoning of my life and had to spend the rest of the movie in the bathroom. I'm sure the rest is equally breathtaking if I ever rewatch it but now I just have that very unfortunate and uncomfortable association.

^Be sure to bring that up if you ever meet Tomm Moore. Artists like to get feedback.

When it comes to Swedish Animation no one beats Per Åhlin Look him up you won't regret it
Honorable mentions to Victor Bergdahl that beat disney in some departments when it came to Live action / animated characters by about 10 years.
British animation i really like Aardman.... then i cant really come up with more ones.
French animation i really like too but i know mostly of the stuff Dic produced in the 1980-1995 years.

by I REALLY HATE POKEMON!
What animation I've watched is mostly American comedy shows, and the only "foreign animated films" I like are Japanese.
Aside from Dragon Ball and other popular anime franchises' films (Bleach, Death Note, etc), I have hardly seen much. I saw Akira once, was confused and enthralled, then never felt like watching it again. Saw some Studio Ghibli stuff, it's objectively good but not particularly interesting to me. Let's see...not much else comes to mind. Steamboy? Forgettable and borderline boring, but not really bad. That's about it.
Some day I'll watch more.

Promare was lit but that's because Studio Trigger is very very good at gratuitous stylishness.

It's almost cheating to say Miyazaki, but I'm gonna: Kiki's Delivery Service, My Neighbor Totoro, Spirited Away, Howl's Moving Castle
And remember, "I'm-a Luigi, number one!"

...I'm not sure. I'm pretty sure we annexed them after WWII. Also Canada and the Moon.
