This is info from the Japanese game so I don't know if it carries over. All the animals dress up and when they see you they run up and say trick or treat. If you answer treat you have to give them candy, if you answer trick... well lets just say it's best not to answer trick...

There are also a few other events.

I can't wait until halloween! if it is like sports day (today) then i'm going to be mad.

The only time I would even think about changing the clock would be if I completely missed a holiday. Otherwise it just spoils the fun.
